Does Garcia belong among 49er great QBs?

My friend and colleague Lowell Cohn recently wrote that it’s a shame the 49ers, under the direction of head coach Mike Singletary and offensive coordinator Jimmy Raye, have such apparent disdain for the passing game in general and the quarterback position in particular. Lowell mentioned the rich tradition of 49ers quarterbacks, naming Y.A. Tittle, John Brodie, Joe Montana and Steve Young. I think Jeff Garcia belongs among them in that conversation.
